Guangdong/Hong Kong Cooperation

Hong Kong has continuously played new roles in the course of the country’s 40 years of reform and opening up. Under the development of the Greater Bay Area, Hong Kong should proactively seize the new opportunities generated and integrate into the overall development of the country.

Based in Guangzhou Nansha, the Consultative Committee on Guangdong-Hong Kong Co-operation (Guangzhou Nansha) (the “CCGHKC”) aims to promote and strengthen comprehensive cooperation between Guangdong and Hong Kong. Adopting the G2B consultation model, with Hong Kong and mainland experts/scholars as it core members, the CCGHKC sets a new framework to explore collaboration between Hong Kong and mainland as well as to implement President Xi’s call for Hong Kong to actively participate in national governance.

Guangzhou Nansha

The positioning of Nansha as set out in the 14th Five-Year Plan of Guangdong: 

  • To enhance the Greater Bay Area as an international shipping and trading hub
  • To intensify the integration and development of strategic emerging industries and modern service industries
  • To develop an integrated national science centre, an international talent zone and a demonstration zone to promote innovation in import trade and comprehensive cooperation between Guangdong-Hong Kong-Macao
  • To create an all-round and high level gateway that links the Greater Bay Area to the world

Geographical Advantage

  • Guangzhou’s sub-center and China’s national free trade zone (FTZ)
  • As a comprehensive transportation hub at the geographical center of Greater Bay Area
  • Covering 14 large and medium-sized cities and 66 million people within a radius of 100 kilometres
  • Within 30-minute reach by rapid or high-speed rails to the central city of Guangzhou and cities on the east and west sides of the Pearl River
  • 60 minutes by express highways to major cities in the Pearl River Delta Industrial clustering for new economies
  • The integrated development of advanced manufacturing and professional services
  • Clustering of the automobile assembly, semiconductor production and advanced equipment manufacturing industries
  • Clustering of strategic emerging industries such as IAB (information technology, artificial intelligence, and biomedicine), NEM (new energy materials), and a home for a total of 475 high-tech enterprises, including more than 200 artificial intelligence companies
  • The number of financial and quasi-financial institutions increased steadily, a total of 6,587 financial institutions and quasi-financial enterprises have settled here

A hub port of global shipping and regional cruise

  • A total of 114 international liner routes have been put into operation, with an annual container throughput of 17.2 million TEUs in Nansha Port of Guangzhou in 2020
  • The turnover of commercial vehicles reached 1.16 million, ranked as the second largest parallel automobile import port in the country
  • China’s largest home port of cruise is opened for operation, and the cruise passengers volume ranks third in the country in 2020

Preferential Policies

  • In June 2022, the State Council issued the Master Plan of Guangzhou Nansha for Deepening Comprehensive Co-operation between Guangdong, Hong Kong and Macao with Global Perspective (the Nansha Plan), which endeavours to build Nansha into a major strategic platform with global perspective based on the Greater Bay Area and in collaboration with Hong Kong and Macao
  • Different preferential policies for various industries, such as advanced manufacturing and construction, maritime and logistics, financial services, commerce, modern services, artificial intelligence and biological technology
  • New headquarters enterprises will be given a maximum of RMB20 million to settle in Nansha, and enterprises will be rewarded
    with up to 95% of their contribution to the regional economy for 5 consecutive years
  • The Ten New Policies to encourage youth from Hong Kong and Macao to work or start business in Nansha. Hong Kong and Macao youth who work in Nansha will be given a one-time employment incentive of up to RMB120,000 and a monthly salary subsidy of up to RMB5,000
  • The nine “Golden Ranch" of Nansha Unicorns aims to constructs a sustainable and conducive business environment to support the development of unicorn enterprises throughout the cycle. Qualified unicorn enterprises will be given a maximum of RMB10 million to settle in Nansha, a maximum of RMB10 million when listed, and a maximum of RMB30 million when upgraded to headquarters enterprises
